Former ICE informant charged with kidnapping; victim claims man responsible for multiple murders

Police in Joplin, Missouri, recently arrested Guillermo Eduardo "Lalo" Ramirez Peyro on suspicion of kidnapping.  The man is being held on a $250,000 bond.  He was detained after a woman traveling with him told police that he forced her to accompany him and threatened to harm her and her family if she left his side.

Ramirez Peyro is a former Mexican highway patrol officer and worked as an informant in a controversial undercover operation for U.S. Immigration and Customs Enforcement in 2003 and 2004.  Ramirez Peyro infiltrated a Mexican drug cartel led by corrupt police in Juarez which killed 12 or more people, including an El Paso man who was murdered in the infamous "house of death" in Juarez.

The El Paso Times reports that Ramirez Peyro staved off deportation to Mexico and had been living in New York.  According to the probable cause statement, the former ICE informant kidnapped and repeatedly beat the victim, all while forcing her to flee with him to Los Angeles.  The victim alleges that Ramirez Peyro committed multiple murders while in the cartel and while working as ICE informant.
